Carol L. Foreman, 62, died April 2, 2015, peacefully at home after a two year battle with cancer. Carol was born November 2, 1952, in Topeka, Kansas to Frank and Mary Ann (Writt) Foreman. She graduated from Hayden High School in 1970, the University of Kansas in 1974, and received her Juris Doctorate from The Washburn University School of Law in 1980. Carol's strong belief in public service resonated throughout her career. Her work included Chief Administrative Law Judge for the Kansas Department of Social and Rehabilitation Services, Legal Advisor for the Kansas Insurance Commissioner, Director of the Office of Administrative Hearings for the Kansas Department of Administration, Deputy Secretary and later Acting Secretary of the Kansas Department of Administration. Serving as a VISTA volunteer in the mid-70's confirmed her commitment to public service. Her love of learning continued and led her to participate in the John F. Kennedy School of Government Leadership at Harvard University in 2007. Carol was an active member of the Kansas Women Attorney's Association, the Women Attorney's Association of Topeka, the Kansas Bar Association, Kansas Humanities Council, served on the Governmental Ethics Commission, and numerous other professional associations. She was a true Jayhawk and Ichabod, and supported not only the athletic programs, but was most proud of her loyalty to the academic advancement of both schools. Being a good athlete, Carol competed in and followed many sports, particularly tennis, golf and baseball. A passion for learning fueled Carol's love of reading, travel and adventure. Carol was preceded in death by her parents, Frank and Mary Ann Foreman. She is survived by her sisters, Ann Dickhoff, Nancy Beier (Charles), Rosemary Foreman, and Janet Leiker (Ron), all of Topeka. Three nephews, one niece, and seven great-nieces and nephews also survive. Carol will lie in state at the Brennan-Mathena Funeral Home on Tuesday after 2:00 p.m. where the family will receive friends from 4:30 to 6:30 p.m. followed by a Parish Rosary at 6:30 p.m. Mass of Christian Burial will be celebrated on Wednesday at 10:00 a.m. at Most Pure Heart of Mary Catholic Church. Interment will follow in Mt. Calvary Cemetery. Memorial contributions may be made in her memory to the Carol L.
